Delegate Shott moved to amend the bill by striking out the title and substituting therefor a new title, to read as follows:

“Eng. House Bill No. 4725 -- A BILL to amend and reenact §3-10-3 of the Code of West Virginia, 1931, as amended, all relating to providing the procedures for the filling of vacancies in the offices of justices of the Supreme Court of Appeals, circuit judge, family court judge or magistrate and making certain clarifications concerning procedures to be followed when an unexpired term is for a period of more than two years”
